The
Contracts Manager, Construction performs tasks essential to the company efficiently entering, complying with, and closing out federal construction contracts. The role involves active management and performance of the administrative requirements of construction contracts, beginning at the solicitation phase. The
Contracts Manager, Construction will perform or review drafting, negotiation, and administration of the company's federal construction contracts during the contract lifecycle, with focus on enabling successful performance ahead of schedule and under budget.
Duties and Responsibilities / Essential Functions - Prepare construction contract documents in line with awards and governing regulations, including subcontracts with flow downs, select contract deliverables, and contract compliance reporting.
- Review and redline proposed construction contract terms and conditions and statements of work (SOWs), scopes and similar information.
- Assist in the development of proposed change orders for construction contracts.
- Monitor contract performance to ensure operational personnel are aware of contract compliance requirements and support the completion of those requirements.
- Critically review construction contract documents from counterparties for alignment with company submissions (e.g., comparing proposed contracts against the related company proposals) to identify discrepancies in advance of document execution.
- Support construction project management and accounting teams regarding contract terms for invoicing.
- Review construction project solicitations to identify contract requirements that will inform bid or no bid decisions by the company.
- Assist in and contribute to the development of construction project proposals and cost estimates, with specific attention to information relevant to contracting.
- Serve as the main point of contact for construction contract-related inquiries and requests for support.
- Maintain comprehensive and highly organized records of construction contract documents and actions in company systems of record.

Skills and Specifications - Strong background in federal construction contract administration (e.g., familiarity with and ability to interpret solicitation requirements, SOWs, terms and conditions, subcontracts, purchase orders, etc.).
- Proficient knowledge of Federal Acquisition Regulation (FAR) clauses relevant to construction, federal contracting policies, and industry practices.
- Understanding of different federal contract types (e.g., fixed-price, time and materials, cost reimbursement).
- Extensive knowledge of the Intelligence Community, Department of State, and Department of Defense construction acquisition processes.
- Ability to manage multiple contracts simultaneously.
- Excellent written and oral communication skills.
- Proficiency in Microsoft Office 365.
Supervisory Responsibility This position does not require the supervision of direct reports.
Work Environment This position operates in a professional office using standard office equipment, in warehouses, and on construction sites using standard tools of the trade.
Physical Demands While performing the duties of this job, the employee is required to work for prolonged periods of time sitting at a desk and working on a computer. Lifting of up to 25 lbs. may occur.
Position Type / Expected Hours of Work This is a full-time, salaried, exempt position. Standard days and hours are 40 hours per week, with weekends and extended hours as needed. Ability to work flexible hours including nights, holidays, and weekends is required based on business needs.
Travel Occasional travel to production facilities in Rome, NY and Perkasie, PA is required.
Required Education and Experience - Bachelor's degree in business administration or related field.
- Minimum of 5 years' experience managing federal government construction contracts.
Work Authorization / Security Clearance - Must have and maintain Top Secret federal security clearance with eligibility for SCI.
- Must be authorized to work in the US.
- Must be able to travel within the Continental United States (CONUS) and outside the Continental United States (OCONUS).
- Must be able to pass federal contract OCONUS deployment requirements published by the US Government from time to time.
- Must successfully pass pre-employment (post offer) background check.
- Must successfully pass pre-employment (post offer) drug test and motor vehicle record review.
- Must possess a valid driver's license.
